The remote server can't stay in the same forest if it is not connected. You
won't be able to use FRS.
As far as DNS is concerned, I hear the question but I don't see what you are
trying to achieve by it. In DNS, you can manually give any address to any
host. So if you have Server2 and you want to give an internet address, you
just manually create the host record. Another version of this is where
Server2 is actually a host in a different DNS zone, like abc.com. Then in
the local DNS you can create an alias that says that server2.abc.net is an
alias for server2.abc.com. If it is an alias, then the local DNS service
needs to be able to resolve the abc.com zone.
But I don't think this has anything to do with FRS,

In the DNS is has the local IP address for both servers. I need to add the
public IP in the DNS but I dont know how to do that. If I connect the 2
server together via VPN all is fine. In my DNS I have 2 zones local and
remote. in the remote zone I have the server and all the desktops listed in
that zone. The local server is the GC and the remote is a BDC replicated
with the AD.

The other site does not have to be in the same subnet for FRS. But for two
servers to be in the same Forest they must already be connected, must
already share DNS information in order to find each other and replicate
sysvol.
If you can't already ping the other server using its internal dns name then
it is probably not in the same forest.
Your other question about URLs and DNS is a separate matter. I get the
general idea but not enough to give you a useful answer. You might try
posting a separate question in the DNS newsgroup, leaving FRS out of it as I
suspect the two issues are not really related,
